The U.S. Navy circumference (tape-measure) method is one of the most widely used techniques for estimating body fat content. It was developed by the Naval Health Research Center and is used to assess all U.S. Navy service members, who must meet specific body fat percentage (%BF) standards as part of their military service requirements.

The method estimates body fat from height and a few body circumferences (neck and waist for men; neck, waist and hip for women). It is a quick, low-cost screening tool that gives a reliable estimate for most people, though it is less accurate for very muscular individuals or those with atypical body proportions.

The U.S. Navy Body Fat Standards

Under the current Physical Readiness Program (OPNAVINST 6110.1J) and the 2023 Body Composition Assessment guidance, U.S. Navy service members are not permitted to exceed a single maximum body fat percentage, regardless of age:

Note: Earlier Navy policy used age-banded limits. The current standard applies one maximum body fat percentage across all age groups. Always refer to the latest official Navy guidance for the rules in force.
